The second China Private Book Industry Development Summit Forum was held in Beijing from April 2 to April 4, 2004. The second forum is about the issue of private book industry getting the qualification of general distribution, which is as follows: the National book policy trends in 2004, the domestic book industry situation after the wholesale right and the total wholesale right of publication market in China, the management and sustainable development of private book industry, what measures will the state take to strengthen the support, guidance and standard for private book industry, private book industry on how to complement and cooperate with publishing houses, how to work together with state-owned bookstores to achieve win-win situation, how to solve the problems of insufficient overall management level of private book industry, uneven educated level of operators, lack of talents and funds. How to implement the national private book industry policies, actively support and manage private Books Industry. The author points out that: how to strengthen the standardization of publication market, crack down on illegal issues such as piracy and theft of printing, financing, loan and tax of private book industry, the direction of reform and development of new national curriculum textbooks and the reform trend of the national college entrance examination, the copyright of teaching and auxiliary books for supporting textbooks, the problem of whether the second level wholesale right of publications can be lowered to the first level of local and municipal level, and also the operation practice, case introduction, experience exchange etc of private book industry.

 

After the promulgation of “The regulations on the management of publication market”, the macro environment of private book industry has been greatly improved.
