2025 International Publishing Cooperation Exchange Meeting of Press and Publication Units Working Forum for Directors of International Department, Copyright Department and Editor-in-Chief was held in Guilin, Guangxi.
From 4 March to 7 March, under the joint guidance of China Association for the Promotion of Publishing (CAPP), China Copyright Association (CCA), China Society of Editors (CSE), and Guangxi Zhuang Autonomous Region Press and Publication Bureau (Copyright Bureau), and hosted by China Association for the Promotion of Publishing (CAPP) Cultural and Publishing Cooperation Working Committee on International Affairs, and supported by Guangxi Normal University Press Group (GXNUPG), the 2025 National Press and Publishing Units' International Publishing Cooperation Work and Exchange Meeting and the Work Forum for Directors of the International Department, Copyright Department, and General Editorial Office Director's Work Forum was held in Guilin, Guangxi.

With the theme of ‘New Mission - New Challenge - New Pattern’, more than 260 representatives from national press and publishing units discussed the current situation and future path of overseas publishing layout in the new period, and discussed international publishing cooperation to further promote China's publishing to go out.

Xie Aiwei, Executive Vice President of China Publishing Promotion Association, delivered a welcome speech at the opening ceremony. She said that at present, China's publishing going out is facing the deepening implementation of the Regional Comprehensive Economic Partnership Agreement, and also facing the ‘Belt and Road’ cultural ties to strengthen the major opportunities, and urgently need to crack the construction of international discourse, cross-cultural communication efficiency and other issues of the times. This conference brings together the elite forces of the national publishing industry, aiming at discussing China's publishing going out and the integration of international publishing. It is hoped that all of us will conclude fruitful cooperation in the exchange, and write Chinese chapters in the broad voyage of publishing going out and building a community of human destiny.

Hao Zhenzhou, President of the Chinese Society of Editors, delivered a speech at the opening ceremony, saying that the high-quality development of publishing enterprises should maximise the absorption of productivity with the help of the new quality productivity, and that a discerning and rational attitude should be held towards the new quality productivity, so as to realise the integrated publishing and integrated development through the cultivation of the professionalism of the traditional editors and the in-depth integration with other industries.

Mr Li Laiyou, Party Secretary and Chairman of Guangxi Publishing and Media Group, mentioned in his opening speech that Guangxi Publishing and Media Group is based on the excellent traditional Chinese culture, and actively participates in the construction of the ‘Belt and Road’ by building an international talent team and overseas branches. At the same time, giving full play to the advantages of Guangxi's close proximity to ASEAN, it has established close cooperative relations with famous overseas publishing institutions, built a platform for copyright trade services, and told China's story and Guangxi's story well in various forms to the outside world.

Li Jun, CPC Guilin Municipal Committee Standing Committee and Minister of Propaganda Department, emphasised in his speech at the opening ceremony that in recent years, Guilin has actively built a diversified and open platform, explored new paths for integrated development of publishing in the era of artificial intelligence, continuously strengthened the breadth and depth of foreign exchanges, and made positive contributions to promoting the copyright trade, boosting publishing innovation, and assisting many outstanding publications in moving forward to the international arena. It is hoped that all the guests will fully exchange and co-operate with each other, gather consensus in the collision of ideas, cooperate and win-win in the pragmatic exchange of work, and work together to create a brand-new situation of international publishing co-operation.

Tang Zhihua, Standing Committee of the Party Committee and Vice President of Guangxi Normal University, pointed out in his opening speech that it is urgent to build a new pattern of international publishing cooperation. Should comprehensively promote Chinese and foreign cultural exchanges and mutual understanding, to achieve two-way nourishment of culture, so that the world a more comprehensive, more in-depth understanding of China, so as to enhance China's right to speak in the field of international culture. He said that Guangxi Normal University Press will make full use of Guangxi Normal University's academic, talent and other resource advantages, and fully support the school's press group to carry out international publishing cooperation business. He hoped that the publishing house could give full play to its own advantages, actively explore innovative cooperation modes, promote in-depth exchanges and cooperation in the field of Chinese and foreign culture and publishing, and contribute to the enhancement of China's cultural influence.

In the theme report session, Liu Endong, Director of the Institute of World Thoughts of the Institute of International Strategic Studies of the Central Party School, took the lead to give a theme report on ‘The International Environment and China's External Strategy for Promoting the Construction of Chinese Modernisation’ via video link, and analysed the international environment and China's external strategy for Chinese modernisation in depth from the horizontal and vertical directions.

Afterwards, Qiao Weibing, Chief Expert of CITIC Publishing Group, deeply analysed the transformation trend of international publishing cooperation in the AI era, and talked about technology-driven, cultural trade and the construction of global knowledge symbiosis system.

Xu Wen, Director of the Editor-in-Chief Office of Shaanxi Normal University Publishing, delivered a keynote speech entitled ‘Deep ploughing into the theme of “Belt and Road” and serving university publishing “going out”’; Yuan Shiqi, Director of the North American Branch of BLCU Press, shared the 10-year development trajectory of BLCU Press and Sycamore Publishing House (USA). ‘Yuan Shiqi, Director of the North American Branch of Beijing Language and Culture University Press, shared the ten-year development trajectory of Beilang Publishing House and Wutong Publishing House (U.S.A.), and Wang Yuan, Deputy Editor-in-Chief of People's Fine Arts Publishing House, recounted the reaction to the translation of Chinese Art History, and discussed in depth the development of China's publishing industry in terms of thematic publishing, going out, and international communication.

Huang Xiuming, Director of the Editor-in-Chief Office and Development Planning Department of the Group, made a keynote speech on the topic of ‘Using Educational Publishing as a Bridge, Building the Road of Cultural Exchange - The Internationalisation Exploration and Practice of the National Open University Press Group’; Wang Lu, Director of the International Business Department of China Science and Technology Publishing and Media Corporation (Science Press), shared his views on the international business of the Group. Dong Qiuxiang, Director of International Cooperation Department of Relay Publishing House, made a presentation on ‘Innovative Cooperation Models, Exploring New Opportunities for Copyright Export - Relay “ASEAN Children's Book Alliance”’. Through innovative cooperation modes, strengthening professional editorial perspectives and deepening cultural exchanges, the publishers jointly explored internationalisation paths to promote global dissemination and copyright export of publications in the fields of education, science and children's books.

The ‘Keynote Report’, ‘Leaders’ Forum‘ and “Directors” Forum’ of the conference were hosted by Li Dawei, Chairman of the Working Committee on International Affairs of Cultural and Publishing Cooperation of the China Publishing Promotion Association (CPPA).

During the General Assembly, also held the China Publishing Promotion Association International Work Committee deputy director, director of the appointment ceremony and the 2024 publication of China's ‘going out’ recommended activities award ceremony, in order to sum up the experience, encourage the work, and promote the development.
During the conference, a special exhibition area was set up for the achievements of publishing ‘going out’, presenting the results of international cooperation carried out by Chinese publishing institutions in recent years, and demonstrating the innovative models and typical experiences of the publishing industry in the layout of globalisation.
Heads of international publishing departments attending the conference also made use of the evening to carry out extensive exchanges on job matching, cooperation and resource sharing among international departments, copyright departments and chief editors of press and publishing organisations.
During the conference, the guests visited Guangxi Normal University Press Group, through a visit to the Guangxi Normal University Press Group Social History Museum to fully understand its international development history, but also focused on the operation mode of the publishing co-operation projects of the publishing house, and feel the cultural deposits formed in the cross-cultural communication and forward-looking development concepts.
The success of this conference not only built a professional dialogue platform for the publishing industry, but also formed a consensus on the international development of publishing. Many publishers said that they would take this conference as an opportunity to further strengthen international publishing cooperation, effectively enhance the global narrative capacity of Chinese publishing, and make new and greater contributions to promoting Chinese culture to the world and strengthening the national cultural soft power.
